In July 2023 Pell Grant eligibility was reinstated after Congress removed a ban that has prevented incarcerated students from using federal financial aid since 1994.

How the process works will vary by state, by facility, and by individual. Only a limited number of prisons will be approved to offer Pell by July 1, 2023.
